This is expected behavior: The playhead always displays the frame to its right.

If you zoom into the clip you just shortened, you'll see that in the timeline
ruler there is a thin white line to the right of the playhead triangle. This
indicates the frame the project monitor is displaying. Since you shortened the
clip by snapping the clip's edge to the playhead, the frame being displayed is
the one where the playhead sits on at the line between the frame to the left
and the frame to the right of the playhead.

This is most likely a remnant from the days when cutting was the process of
physically cutting the filmstrips. You had to decide to cut before or after the
frame you are looking at. If frame-accurate cutting is so important to you, you
need to zoom the timeline to actually see each frame.
