In my opinion, nagging is always a bug as it's annoying and frustrating and the software should never annoy of frustrate the user, unless there's a very good reason for it, like some very risky event coming towards the user, like: earthquake, fire, flooding, very high wind, etc. The fact that the users wants to use a specific version of a program is not a very good reason to annoy and frustrate him / her with what you think it's better for him / her as for sure you can't possibly know him / her or their needs better than themselves.
