Observed bug showing horizontally shrinked icon padding
DESCRIPTION
Occasionally the fit panel will shrink the task manager icons and it will stay
like that until edit mode is opened or the sizing is re-evaluated in the panel
(new app opens, etc).
STEPS TO REPRODUCE
1. Have a fit panel
2. Add Icon only task manager
3. Use desktop normally
OBSERVED RESULT
Icon only task manager shrinks.
EXPECTED RESULT
The icon only task manager stays the same size as what it does on non fit
panels and what it was initially.

I have also noticed that running screenshot while the fit panel is visible will
cause it to briefly flicker and move to the left.
I did also see some similar bugs to this that have the icons become tiny such
as #447603 making them unusable, This bug is slightly different and they are
very much still usable but it can be completely random and makes the overall
experience feel less polished. It also only effects one screen so I have a
smaller taskbar on my first monitor and a larger on my second despite the exact
same apps being shown.
I have also observed #515188 happening with this bug at the same time.
