The shell is doing its part: the panels are destroyed and recreated on every wakeup, and the new ones do set their exclusive zone, 48 for the dock, including on the wakeup where the bug showed up. With the symptom on screen, /StrutManager availableScreenRect still reported the correct 0,46 1969x998. The deciding test: unmaximizing and maximizing the same window again makes it stop at the panel edge, with nothign else changed. So the work area is fine - what is wrong is the geomtery of windows that were already maximized when the outputs went away and came back. They keep the size they had while there was no output.
