Please add support for a software dimming overlay that can reduce effective
screen brightness independently of the hardware backlight.

**Use cases:**

1. When hardware brightness is already at 0%, further presses of the
brightness-down key apply a software dimming layer. This behaviour should be
behind a setting (off by default).

2. Add a software dimming control in the Accessibility settings. Users should
be able to keep the hardware backlight at 100% while applying an additional
software reduction (e.g. 50%).

**Example:**  
Some displays exhibit noticeable flicker or other artefacts at low hardware
backlight levels. I want to be able to set the backlight to maximum and then
dim purely in software to avoid those issues while still obtaining a more
comfortable brightness.
