So that somebody else doesn't have to watch it: the linked video shows comic
panels being cut apart, speech bubbles added, vector text with outlines and
some stamps put on the canvas. The video is cut together extremely quickly in
the typical "short form" attention-grabbing manner that makes it look kinda
like a magic trick, but there isn't much useful to pull from it.

So this is not a single feature, this is a whole bunch of different things and
most of them probably exist already. The comic panel editing tool to cut up
panels, vector tools to make vector objects with outlines, stamp brushes etc.
You can look at the manual https://docs.krita.org/en/ or ask on the forum for
help with using Krita https://krita-artists.org/ (and explain what you want to
do, the video is not useful to tell specifics.)
