Steps to Reproduce:
1. open systemsettings5, click Workspace theme, choose oxygen Look And Feel,
click Apply
2. logout
3. login
or just edit ~/.config/plasma-org.kde.plasma.desktop-appletsrc
set Wallpaper's image is empty, for example:
[Containments][26][Wallpaper][org.kde.image][General]
