DESCRIPTION
I have 2 monitors, one 144hz and one 60/75hz, and when I open the overview when
I have both of them on, the animation on my main 144hz monitor is capped at
75hz and looks super sluggish, and also the scrolling of the workspaces is
affected by this too, and it becomes slower and takes longer to scroll the
lower the refresh rate of the lowest refresh rate monitor is.

I'm pretty sure this was fixed recently but apparently it has regressed.

STEPS TO REPRODUCE
1. Have multiple monitors with different refresh rates on

OBSERVED RESULT
Opening the overview and scrolling the workspaces caps at the monitor's lowest
refresh rate when you use more than one monitor

EXPECTED RESULT
Opening the overview and scrolling the workspaces uses each monitor refresh
rate, and doesn't change the speed of the scrolling of the workspaces
