The KWin Blur effect does not work in my Plasma Wayland session.
Windows/applications that should have a blurred transparent background remain
transparent, but the content behind them is not blurred.
The issue is currently reproducible on KDE Plasma/KWin 6.7.4.
Importantly, downgrading Plasma and its related components to version 6.6.5
fixes the issue and the Blur effect works correctly again. After upgrading back
to the 6.7.x Plasma/KWin stack, the issue returns. This suggests that the
problem is a regression introduced somewhere between Plasma 6.6.5 and the
affected 6.7.x versions.
I initially suspected that the problem was caused by an NVIDIA driver update.
However, I also downgraded the NVIDIA driver to test this, and the problem
remained. Therefore, the issue does not appear to be a regression specific to
the newer NVIDIA driver. The behavior appears to correlate with the Plasma/KWin
version instead.
The Blur desktop effect is enabled in System Settings. Applications that
previously displayed blur correctly, such as Alacritty and Zed, still have
transparency, but no blur is applied behind the transparent areas.
Steps to reproduce:
Run Plasma/KWin 6.7.4 in a Wayland session.
Enable the Blur desktop effect in System Settings.
Open an application with a transparent background that normally uses KWin blur,
such as Alacritty.
Observe the transparent area of the window.
Actual result:
The window remains transparent, but the content behind it is not blurred.
Expected result:
KWin should apply the Blur effect to the background behind the transparent
portion of the window.
Regression test:
Plasma/KWin 6.7.4 → Blur does not work
Plasma/KWin 6.6.5 → Blur works correctly
Downgrading the NVIDIA driver while using the affected Plasma version → Blur
still does not work

nvidia-smi shows that kwin_wayland is running on the NVIDIA GPU.
