In the attached test file, a transaction from CND in EUR was added, and the
correct exchange rate is displayed; so, in principle, it works.

To be able to reproduce the problem, it would be helpful to know exactly which
steps were performed. 

Using the test file described, a transaction was added after creating the
“checking (CND)” account. After selecting the contra account “checking,” a
dialog box appears for entering the exchange rate if no suitable rate is
available. 

What we noticed is that you can cancel the dialog, which means no rate is
added, and the default rate of 1.0 is used. It is also not possible to reopen
the dialog by editing the transaction afterward. You have to delete the
transaction and create a new one.
