DESCRIPTION
Alright, this is a very frustrating one to see for the time I've kept my phone
steadily connected to my machine with KDE Connect. The attached screenshot
describes a bit better the feeling this bug causes when I link the phone to my
computer.

Notifications that have already popped up before, no matter how many times they
have been printed to the screen, they still do show up as "brand new
notifications". This is a big problem with social media.

The execution flow seems to be like this:

1. The phone connects to the Linux box and starts sending its notifications.
KDE Connect on the desktop side is only aware of the new notifications that
arrive after that.
2. Apps (especially social media, messagery or updates) show you the
notifications you have not attended on your phone when it boots but at least
they don't print every single one of them one after another. Good.
3. The big problem is when you receive a notification in an app that already
has present notifications KDE Connect isn't aware of. The moment that happens,
a myriad of old notifications you've already seen 500 times before yet left
unattended for whatever reason start to spawn one after another like they have
never printed before. This is especially frustrating for someone that does want
to see the notifications on their phone which is the exact reason this system
exists.

~~~~Anyway, this boils down to two problems: KDE Connect has no way to know if
a notification has already been printed without risking filtering genuinely new
notifications because apps re-issue them.~~~~ Correction while typing this:
even when it has way to (in the same running session KDE Connect **has**
already printed a notification, still it manages to pop them all over again to
the desktop.

4. -Actually, turns out that this triggers even well after having received many
notifications on the same app yet all of the previous still retoast as if they
weren't already loaded in memory and known by the running KDE Connect session,
which makes this even worse.

Ideally, this can be fixed with a true notification sync of all the
notifications already in the notifications panel upon connect that silently go
through and then only pop up a single thing to the desktop: "Click here to see
previous notifications on this device" rather than printing the whole myriad
like the attached picture. (By the way, the number of notifications that repeat
on my phone like this is over 20, hence the urgency this was redacted with.
Sorry about that.)

Note: this is completely unrelated to
https://bugs.kde.org/show_bug.cgi?id=523311, but this bug combined to that one
results in a half-minute notification flood every time I connect the phone to
the same network my laptop is.

STEPS TO REPRODUCE
1. Boot your phone, wait for the initial batch of notifications to show up. If
the notifications are lots of unattended messages or social media, that better
reflects the effect of this problem.
2. Connect your phone to the Linux desktop
3. Wait for a new notification in given app on step 1 to arrive
4. Get prepared to wait a long wait time for them to disappear.

OBSERVED RESULT

Everything I've stated prior this point.

By the way, enabling Do Not Disturb hoping for the tons of recycled
notification chunk to disappear and then disabling it just brings it back to
the screen.

EXPECTED RESULT

To notifications work like they are supposed to: not popping up old
notifications as if they were never shown on the desktop.
