I also see: systemctl poweroff Operation inhibited by "zypp" (PID 67294 "systemd-inhibit", user root), reason is "Zypp commit running.". Please retry operation after closing inhibitors and logging out other users. 'systemd-inhibit' can be used to list active inhibitors. Alternatively, ignore inhibitors and users with 'systemctl poweroff -i'. I just tried powering the system off with zypper running in the background and all programs closed and plasmashell stopped, but the system then only showed a black screen and didn't turn off (potentially zypper still running in the background?). This is not the scenario I already experienced a few times where really _nothing_ happened, but I still think that this behaviour is not optimal. I would have liked Plasma to show me that an application/process/service is trying to prevent system shutdowns and tell me that a shutdown might not work until they have finished. Does this help?
