DESCRIPTION
When using CapsLock as the Orca modifier, the intended behavior is that the
first press should be sent to orca for the user to perform a keyboard shortcut,
and the second press within a short time Window will toggle the CapsLock state.
When performing multiple Orca commands rapidly, if CapsLock is released between
each command, CapsLock may be toggled on when the user meant to only perform an
Orca command.

STEPS TO REPRODUCE
1. Run "orca -s" from a terminal to start the Orca screen reader and open its
preferences.
2. Select Commands.
3. Change the keyboard layout to laptop. This automatically selects CapsLock as
the Orca modifier.
4. Press Alt + F4 to close the settings and select "Save to Default and close".
5. Press CapsLock+t, release both keys, then quickly press CapsLock again


OBSERVED RESULT
CapsLock is enabled


EXPECTED RESULT
The second press of CapsLock should only be sent to orca to process a command
without changing the CapsLock state.
The system CapsLock state should only be toggled when a user presses CapsLock
with no other keys held down, releases it, and then quickly presses it again.
