I'm not sure whether this is to be considered a bug or should be a wish list item but I'm leaning towards the latter. I agree that (clip) markers should move with the clip (which they do in general) when the clip's speed is changed. Timeline markers, however, should not because they are tied to the timeline and not to any clip.
