STEPS TO REPRODUCE
1. Be using default logout screen options
2. Restart the computer to reset state
3. Kickoff > Shut down
4. Click in the darkened area to close the overlay. Do NOT click "Cancel".
5. Kickoff > Restart
OBSERVED RESULT
Restart button is not focused.
EXPECTED RESULT
Restart button is focused.
