DESCRIPTION
KWin auto-rotation logic seems to rely on a different tablet-state trigger than
Plasma Touch Mode's 'Automatically enable as needed' status.
This results in the screen orientation automatically rotating when it should
not. For instance, when using a 2-in-1 tablet like my Surface Pro 7+ and with
the type cover attached (i.e. touchpad), rotating the tablet should not cause
the orientation to change yet it does.
This is not due to a mis-detection of Tablet/Touch Mode. The mode is properly
detected as observed through the icon spacing changes when attaching/detaching
the keyboard+touchpad.
STEPS TO REPRODUCE
1. Configure [Display Configuration] Orientation = "Automatic/Only when in
tablet mode"
2. Configure [General Behavior] Enable Touch Mode = "Automatically enable as
needed"
3. Ensure Touch Mode is not auto-activated, particularly by having a mouse or
touchpad attached
4. Observe that Tablet/Touch Mode is not activated
5. Rotate screen and observe that the orientation auto-rotates when it should
not
…
6. Configure [General Behavior] Enable Touch Mode = "Disabled"
7. Rotate screen and observe that the orientation does not change
OBSERVED RESULT
With [Display Configuration] Orientation = "Automatic/Only when in tablet
mode", the screen auto-rotates when it shouldn't, when Touch Mode =
"Automatically enable as needed" and is not auto-activated (confirmed through
observing tray icons)
EXPECTED RESULT
With [Display Configuration] Orientation = "Automatic/Only when in tablet
mode", the screen should auto-rotate only when [General Behavior] Enable Touch
Mode = "Always Active", or when "Automatically enable as needed" *and* it is
auto-activated through no-detected mouse/touchpad.

In that case, it seems auto-rotation doesn't *enable* when it should, where in
this case it doesn't *disable* whe it should.
