The very same "Unread notifications" notification resets its timer and does not
die even when no new notifications arrived at the last toggle of Do Not Disturb

DESCRIPTION
Title, and screenshot. TLDR: Do Not Disturb prevents new notifications from
"disturbing", but notifications that are already "disturbing" that get
correctly hidden by enabling DND get brought back to screen and their timers
get restarted, making them last longer on screen when DND was enabled to hide
them all in the tray without actually clearing them.

Any notification, including the "Unread notifications" itself, resets its timer
back to zero when Do Not Disturb is toggled twice instead of properly hiding
them all in the tray, and not issuing nor keeping any "Unread Notifications"
when no notifications did arrive after the last time Do Not Disturb is toggled,
which precisely happens when scrolling through the virtual desktop that has a
fullscreen browser window which does the toggling.

Keeping this behavior seems to defeat the "Do Not Disturb" premise, as it
prevents new notifications to "disturb" while notifications that were already
"disturbing" still keep doing so: in an intent of enabling said functionality
to hide a huge batch of incoming notifications queued to be printed on screen,
the fact that disabling it again brings back the whole batch seems to leave
uncovered one of the expected issues that it should cover.

STEPS TO REPRODUCE
1. Receive one or more notifications
2. Before they time out, or if they are persistent, switch Do Not Disturb on
3. Switch it back off

OBSERVED RESULT
Notifications that were hid during "Do Not Disturb" get brought back, and never
expire

EXPECTED RESULT
If Do Not Disturb already hides notifications on screen, keep them hidden;
don't bring them back.
