I've tested this out today on my system (Bluefin Linux, Gnome, AMD) but haven't
been able to reproduce it just yet...

1. When setting the `Content -> Layers:` field to 4, at least in the short term
it seems to remain set to 4 and working as expected across multiple `New
Document` invocations and even closing and reopening Krita. I played around
with some stuff but nothing I did caused the number to reset. 

2. Interestingly, for the the `Content -> Name:` field doesn't seem to be doing
much of anything at all, as my layers always have the default "Paint Layer #"
name. That field seems to revert every single time for me (testing on git
master as of today). 

With that said I only tested for a little while, and like you mentioned, your
layer number bug could be something rare that requires testing over a longer
period of time, in which case I'll just leave a couple of layers on my
configuration and see how things go. 

Is it possible that something is deleting or overwriting your Krita config
file? Do you have any other custom settings that are also getting reverted? (If
not, that might be something that you could test on your end.)

Otherwise I might just have to look at the source code when I get some time to
see where this setting is being written from just to make sure there isn't some
accidental re-initialization happening somewhere... 

(Note: setting this as "needsinfo" "worksforme" for the time being as I haven't
been able to reproduce the layer number part of it.)
