DESCRIPTION
The RDP connection to my laptop is unusable after updating KDE neon from Plasma
6.6.5 to 6.7.0. It used to work fine, it was using H264 and the hardware
encoding on the GPU via VCN. After the update the remote desktop is not usable
anymore, it is very sluggish and unstable, it frequently disconnects etc.

STEPS TO REPRODUCE
1. Connect to KDE neon via RDP
2. Experience very slow screen updates and disconnects

OBSERVED RESULT
The session is very slow. The amdgpu_pm_info shows that the VCN is not being
used anymore.

EXPECTED RESULT
Work as before the update.

Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window): KDE neon

ADDITIONAL INFORMATION
The laptop is AMD Ryzen 4700U running KDE neon with Wayland session.
There are 2 FullHD screens connected (the whole desktop is 3840x1080).
I've tested several RDP clients, the behavior seems the same (all worked before
the update).
