DESCRIPTION
Certain programs such as Blender or Krita use the middle mouse button for
non-scroll actions and do not play well with the Mouse setting "Hold down
middle mouse button and move mouse to scroll". Similar to the existing property
"Ignore global shortcuts", a property that ignores that setting for specific
windows would allow users to use middle mouse scroll for most applications and
automatically disable it for specific applications.

STEPS TO REPRODUCE
1. In System Settings > Mouse, check the box for "Hold down middle mouse button
and move mouse to scroll"
2. Install and open Blender or Krita
3. Try and middle mouse click to rotate / pan

OBSERVED RESULT
Rotating / panning the viewport / canvas does not work or performance is
severely degraded.

EXPECTED RESULT
Rotating / panning works just as well as when the setting is off.

The interaction between the middle mouse button scroll setting and programs
such as blender seems to be fairly well known:

The underlying input system doesn't seem like a simple fix, but a property to
ignore the setting should work as a suitable workaround.
