Allow Plasma to start and remain usable when wallpaper images or wallpaper
plugins are missing.
Wallpaper files may become unavailable due to damaged or incomplete package
installations. Although such installations are not expected, missing wallpaper
resources should not prevent the desktop shell from starting. A plain
background would be sufficient until the installation is repaired.
There are two scenarios to handle:
1. The Image wallpaper plugin is available, but neither the configured image
nor the default fallback wallpaper can be loaded.
2. Wallpaper plugins are unavailable, including all packages under
/usr/share/plasma/wallpapers/.
Expected behavior
Plasma should complete startup and provide a usable desktop, including panels,
the application launcher, and desktop interactions.
If no wallpaper can be loaded, it should display a plain background without
requiring another externally installed wallpaper plugin.
Possible approach
Provide a built-in solid-color fallback that remains available even when the
installed wallpaper packages are missing. For missing images alone, falling
back to the Color plugin could also work, provided that plugin is available.
