So yeah. Looks like we've discovered the issue: 1. Plasma uses systemd to restart and shut down. 2. Systemd allows inhibitors to block "shutdown" (which zypper is doing here). 3. There's no indication of this unless you run `systemctl [whatever]` in a terminal window. Most other things only inhibit sleep and screen locking, but zypper is very aggressive and actually blocks the power actions, too! I guess it makes some sense; you don't want to shut down in the middle of an update. Of course if updates were atomic, this wouldn't be dangerous. But I digress. Regardless, failing silently is pretty bad. Users are gonna force the shutdown anyway, but the consequences will be worse.
