So, it turns out the culprit is the TV. It's not clear to me how it's possible,
or how I can actually solve it with the TV plugged in, but since I unplugged
the TV from the HDMI port of my graphics card, the issue hasn't recurred.

Is it my TV that's bugged or my OS that's reacting weirdly to the presence of
the TV? That's a mystery I don't know how to begin to investigate.

The TV is an LG CX.
