Description:
When multiple Wi-Fi devices are present, plasma-nm can report hotspot
creation as unavailable whenever all Wi-Fi devices are currently active
and Wi-Fi is the primary connection.
This incorrectly treats an active secondary Wi-Fi device as unusable for
hotspot creation.
I have two Wi-Fi adapters which both support AP mode. NetworkManager is
able to keep one adapter connected as a normal Wi-Fi client while using
the other adapter as an access point at the same time.
STEPS TO REPRODUCE
1. Connect one Wi-Fi adapter to a normal Wi-Fi network.
2. Connect a second Wi-Fi adapter to a Wi-Fi network.
3. Open the Plasma NetworkManager applet.
4. Check the Hotspot option.
OBSERVED RESULT
The Hotspot option is disabled.
The applet reports:
"Cannot create a hotspot because all wireless radios are in use.
Disconnect from the current Wi-Fi network or connect another wireless
radio."
EXPECTED RESULT
The Hotspot option should be available when another suitable Wi-Fi
device can be used for the hotspot without disconnecting the connection
providing the machine's primary network connectivity.
ADDITIONAL INFORMATION
The affected system has two physical Wi-Fi adapters, both reporting AP
capability.
NetworkManager can successfully perform the desired configuration
manually. For example, with one adapter connected as the normal Wi-Fi
uplink, NetworkManager can activate a hotspot on the other adapter while
the uplink remains connected.
In my test setup:
wlp0s20f0u6 -> normal Wi-Fi connection / primary uplink
wlo1 -> hotspot / AP
The stock plasma-nm UI reports the hotspot as unavailable in this state,
despite NetworkManager being able to perform the operation successfully.

A manual NetworkManager test confirmed that the two-radio configuration
works: the secondary adapter entered AP mode while the primary adapter
remained in managed mode and Internet connectivity remained available.
The bug 452975 is related, but not a duplicate.
