DESCRIPTION
Certain (seemingly Kirigami) applications such as Discover and System Settings
no longer respect the "Frames and Outlines Contrast" setting in a user's color
scheme. Other apps like Dolphin and KCalc still reflect the setting as normal.
STEPS TO REPRODUCE
1. Create a color scheme with a custom Frames and Outlines Contrast value (ie.
0% or 100%)
2. Apply the color scheme
3. Open a Kirigami application like Discover
OBSERVED RESULT
Frames will use a default contrast value.
EXPECTED RESULT
Frames will use the custom contrast value set in the color scheme.

Operating System: Fedora Linux 44
KDE Plasma Version: 6.7.4
KDE Frameworks Version: 6.29.0
Qt Version: 6.11.2
ADDITIONAL INFORMATION
The issue also appears in a fresh install of Fedora 44 in a VM. Did not appear
until updating the system to the latest version of Plasma.
