STEPS TO REPRODUCE
Uninstall a app in a small screen/window.
OBSERVED RESULT
The UI's sorting implies that the user who uninstalled a app would be more
interested in seeing screenshots of the app they already used than the option
to remove settings and user data.
EXPECTED RESULT
The option should be above the screenshots, since the option is not visible to
users who haven't installed the package yet.
