STEPS TO REPRODUCE
1. Open System Settings, go to any menu that isn't Quick Settings.
2. Reboot your PC.
OBSERVED RESULT
System Settings opens at Quick Settings.
EXPECTED RESULT
System Settings (and other KDE apps) should open the menu and/or sub-menu you
last were in.
