I have upgrade from 6700XT to a 9070XT. The issue is gone. So either it's the GPU itself, which I don't think it is because GNOME and windows are working fine, either it's a weird issue with this specific card, the driver, and KDE interacting? Idk what could make sense, but if anyone happens to have the same specific setup (6700xt, 2 screens, one 4k one 2k), maybe they can test and we will have more info.
