DESCRIPTION
The target area of the bottom panel overlaps the horizontal cropping line,
frequently causing the user to accidentally resize the bottom panel when
attempting to crop the height of an image.
STEPS TO REPRODUCE
1. Grab the horizontal blue line at the bottom of an image that takes up the
entire window
2. Pull up
OBSERVED RESULT
The bottom panel expands upwards.
EXPECTED RESULT
The image gets cropped.

ADDITIONAL INFORMATION
This is a feature request. Specifically, I'm requesting that the bottom panel
can no longer be resized in order to avoid this conflict.
