DESCRIPTION
Downloaded Desktop Effects via the KDE GUI do not populate in the Desktop
Effects page afterward even though the system states that they are installed.
STEPS TO REPRODUCE
1. Open System Settings, navigate to Desktop Effects
2. Click "Get New..." and select an effect; in my case, Hexagon by Schneegans.
Install it.
3. Close the install modal, then look through the Desktop Effects page; no
effects are visible. This persists through reboots and relogins.
OBSERVED RESULT
No Desktop Effects appear
EXPECTED RESULT
Desktop Effects should appear and be selectable.

ADDITIONAL INFORMATION
Curiously, while this is an issue on my Asus TUF 15" laptop, it is not a
problem on my Frankenputer desktop machine; possibly an issue with hybrid GPUs?
