plasma 5 system tray with updates icon set to always shown and no pending
updates
STEPS TO REPRODUCE
1. no pending updates in discover (important!)
2. open system tray configuration settings
3. try to set Updates (discover) to Always Shown
OBSERVED RESULT
no system tray entry exists for the Updates (discover) icon
EXPECTED RESULT
system tray settings should show the Updates (discover) entry for adjusting
visibility settings (Always Shown, Hidden, As Needed, etc).

this appears to be a regression from plasma 5 and i've been informed this
should be considered a separate bug from
https://bugs.kde.org/show_bug.cgi?id=511499
because this bug report is specifically about when there are NO updates pending
(tho the underlying issues may be related).
