Hijri calendar is done via two different ways, either you make it based on virtual (wrong) calculations or via observation of the moon each month. For example in Morocco and Oman the decision if a month completed its 30 days or just 29 is done by manual observation by local authorities via naked eyes in all cities of the country. Others countries simply follows Saudi Arabia especially in Gulf region.
