If the menu is too large to fit in the available size, it becomes scrollable the way it should, but doesn't seem to take the available height into account properly, and pushes the top part of the menu outside the screen. This makes some options, including the scroll up button, inaccessible. Happens for KDE apps as well (tested with Kate's long Tools menu). I don't think this is a panel bug though - it's supposed to reduce the available screen size so application menus don't cover it. Possibly kwin or upstream qt issue.
