DESCRIPTION
An empty panel shows an "Add widget" button that opens Widget Explorer. If you
set the panel to fit content, it's too small to fit this default button, which
looks pretty broken.
STEPS TO REPRODUCE
1. Add empty panel
2. Set it to fit content
OBSERVED RESULT
Panel is too small for its own placeholder button

Panel is large enough to fit its placeholder button
