I've had this happen before. Every time, it meant that the battery was actually dying, or the power management unit was malfunctioning. What's happening is that they briefly report "0 volts" to upower, which dutifully forwards that on to powerdevil, which shows a critical battery notification. Replacing the battery or resetting the PMU fixed it in all cases for me. Can you try doing one of those? If one of those actions fixes the problem, it would support my hypothesis. In that case, perhaps we should try to handle this case by waiting a second before showing the critical battery notification, and wait to see if the charge level goes back up.
