I understand the complexity but I have 5 (sometimes 6) monitors. Sometimes they
disconnect and I really don't want my windows and panels being thrown into
chaos when that happens. I'm not familiar with what info is available but while
identifiers may not be perfectly unique I doubt a heuristic couldn't be cooked
up where say the details from edid and use a hash of that to know that at least
its effectively the same monitor. 

But if we accept that nothing can be done there still is a fundamental problem.
Monitor disconnects, reconnects and some panels' icon and text task management
widget is empty despite having windows/apps there. You can toggle through them
with alt+tab and if you clone the panel they show up. So clearly the details
are there somewhere. Every time this happens I end up having to go panel by
panel, move the panel somewhere else, clone it back to the original location,
then delete the old one. Just fixing that and I'd be reasonably happy.
