DESCRIPTION
When viewing the KDE file dialog in the details view, the date column is
formatted using UTC instead of local time. Thus a modification date of
yesterday 18:40 is reported as 16:40. Dolphin and `stat` show 18:40 correctly.
This bug started to appear with kio 6.30.0 and goes away by rolling back to
6.29.0.
STEPS TO REPRODUCE
1. Make sure your timezone is not UTC. Select for example Europe/Berlin,
Europe/Paris.
2. Open the KDE file dialog, for example open a file in Kate.
3. Select details view mode to see the date column
4. All times are formatted in UTC timezone, instead of the local timezone.
Compare any file with Dolphin.
OBSERVED RESULT
Date column shows time, with my timezone Europe/Zurich (CEST, UTC+2h), two
hours behind the actual modification time.
EXPECTED RESULT
Date column time matches with what Dolphin shows.

I suspect this MR to be the root cause:

I selected Platform as Other, because I can also reproduce this on
EndeaverousOS and Debian sid.
This bug can be worked around by downgrading to 6.29.0.
