DESCRIPTION
When "All windows on current desktop" behavior is chosen for changing system
keyboard layout, changes are not consistent across reboots. Regarding the
amount of VD's available, it is reasonable to expect that changing layout for
particular desktop would provide the same experience and preserve layout on
next reboot, after login screen.
STEPS TO REPRODUCE
1. Set "All windows on current desktop" in settings
2. Change language layout on particular VD
3. Reboot
OBSERVED RESULT
language layout is not preserved
EXPECTED RESULT
language layout is preserved for each VD
