Sometimes the canvas takes keyboard focus, sometimes it doesn't (or maybe it
passes inputs through). 

For example, when scrubbing back and forward through animation frames with the
keyboard's arrow keys, I think if the selected layer is animated (i.e. contains
key frames) the canvas will not take focus, so you can seamlessly switch frames
while drawing. However, if the selected layer is non-animated, drawing will
cause the canvas to grab focus on eat the arrow key inputs, preventing
scrubbing.

Overall this edge case can create a slightly inconsistent feeling while
animating, so we should do something to make sure that the canvas either
doesn't grab focus OR that certain inputs are consistently passed through from
the canvas to a sensible UI element instead of eating them and doing nothing.
