DESCRIPTION
Applying the Pan effect to audio clips has irregular effects. Sometimes it pans
audio to a certain direction regardless of if the Pan effect is set to Left or
Right, sometimes it doesn't pan at all, and sometimes it completely distorts
the audio.
STEPS TO REPRODUCE
Apply the "Pan" effect to any audio or video clip in the attached projects.
OBSERVED RESULT
In the project "ytp", applying the Pan effect to any clip of "video0 -
2021-01-05T190049.504.mp4" results in the audio being loud and distorted.
Applying it to "elephantgreenscreeneffect.mp4" does not pan at all, from what I
can tell.
In the project "pronouns" on "DmgBEl9tq-oQd8Bs.mp4", setting it to Left does
not pan, and setting it to Right makes it pan to the left. If applied to
"pronouns.mp3", both Left and Right pan it to the right.
EXPECTED RESULT
The Pan effect should not distort the audio, and should pan to the left when
set to Left, and pan to the right when set to Right.

ADDITIONAL INFORMATION
I set "Version First Reported In" to 26.08.0 since that was when I first
encountered the bug, but I've updated to 26.08.1 and it still occurs.
