I re-checked KWin 6.6.6 (Wayland) from a script with a window quick-tiled to the left on each of two virtual desktops: their tile.parent are two different QuickRootTile objects, and resizing the left half on one desktop (Tile.resizeByPixels) leaves the window on the other desktop unchanged. My earlier check read tile.parent right after moving a window to another desktop, before KWin had put it into that desktop's layout. So in 6.6.6 quick tile layouts are per desktop; I did not test interactive resizing with several rows of desktops. Setting the status back to what it was before my comment.
