Found the cause, and it was on my side. Klipper's "Synchronize contents of the
clipboard and the selection" option was on (SyncClipboards=true in klipperrc).
With it on, selecting text in the location bar with Ctrl+A or a mouse drag
copies that text into the clipboard. Ctrl+V then pastes the selection back over
itself, so it looks like nothing happened. Ctrl+L probably didn't trigger it
because that selection doesn't set the primary selection.

I ruled Klipper out earlier because a plain Ctrl+C from Kate failed too. That
test didn't matter, since this option overwrites the clipboard however the text
got there.

I turned the option off and paste works after Ctrl+A now. The option is off by
default, which explains why Kath couldn't reproduce it. This isn't a Dolphin
bug, so it can be closed. Thanks for looking into it.
