Just ran into the same issue following a recommendation in the KDevelop
documentation:
https://userbase.kde.org/Special:MyLanguage/KDevelop5/Manual/Sessions_and_projects
The package is in the Debian 13 repository (currently their "stable" release
branch) to provide the same version as announced for the current installer:
appstream://org.kde.kapptemplate.desktop
It most likely will from there also have been inherited by the many Debian
derivates (Ubuntu, SparlyLinux, Linux Mint).
I installed it from the Debian repository.
ISSUE: the templates are not found when trying to create a project, for
instance when trying to create a simple CMake / C++ project.

Like it is delivered now, this app is simply useless for any beginner. Please,
could someone who is experienced package it correctly?
It looks like it is meanwhile also an integral and fully working part of the
KDevelop app, and the missing templates for the KAppTemplate app should be
possible to extract from the KDevelop project!
Then this tiny app would be a fine app again.
