DESCRIPTION
When I need to select layers with ctrl+click on the Layers panel, by the time i
got to the layer that is on the edge of the Layers interface. the layer stack
jump scroll and make me deselect layer that is on my cursor when i release the
click. I tried to click it again but it keeps jumping. Shift clicking is fine
though.
STEPS TO REPRODUCE
1. ctrl+click the layers, keep doing it until you got to the edge of the panel

OBSERVED RESULT
Layers stack starts jumping off and the layer that is under my cursor got
deselected when i release the mouse click
EXPECTED RESULT
selecting some specific layers without auto jump scroll (or make the auto
scroll shorter) and definitely not deselecting layers that was under my cursor
