--- Comment #7 from nttkde <[email protected]> ---
Alright, I was able to reproduce the bug also in a new installation in a
virtual machine, both in KDE Neon User Edition as well as in Kubuntu 26.04.1.

And I figured out an important detail:
If I disable the notification by unticking "Show popups" as in the original
attached image of the settings page, then IF AND ONLY IF I have a FULLSCREEN
APP (eg. 0 A.D. in fullscreen, or youtube video playing in fullscreen) active,
then the unclosable notification will pop up shortly after a disk gets full.
If I do NOT have a fullscreen app open, then the notification will not pop up.

If I enable "Show popups" then the notification works normally, ie. I can close
it normally when it pops up, whether or not I have a fullscreen app open.

If I disable both the "Show popups" and "Show a message in a pop-up" then the
notification does not seem to pop up ever (as expected).

It's just that "Show popups" disabled + "Show a message in a pop-up" enabled +
fullscreen app active combination that leads to the bizarre outcome.
Seems to happen both in Wayland and X11.

(The threshold for showing the notification seems to be less than 200MiB free
space on a disk, in case that helps someone who wants to test it.)
