This is correct, the Menu key is not a mouse button and does not click the
hovered item. It applies to whatever is focused, not to what is hovered. It's
the same in Dolphin and pretty much everywhere. And this makes sense - the Menu
key is on the keyboard, so it should not be affected by where the mouse happens
to be - if the user is interacting with the keyboard, only the keyboard should
count.

(There's a few things where hover also moves focus - menus, which generally
don't have context menus, and things that are sufficiently menu-like that we
make them do this, like things in our launcher/tray popups, which sometimes do
have context menus. We probably should be more restrictive about this and have
separate focused and hovered states, but that is a larger change as the current
behavior is baked in throughout Plasma)

There is something inconsistent here: the Menu key usually opens the context
menu at the focused item. If no item has focus, it opens the menu at the top
left, which makes sense. But if an icon has focus, it does not open on that
item, but at the cursor position (as if it was a right-click at that point.
That's inconsistent with other apps (both KDE apps like Dolphin and thrid-party
apps like Firefox) and somewhat confusing, as it can make you think it should
work like a right-click when it doesn't.
