Another data point, same setup as comments #6/#7 (Fedora 44, Plasma 6.7.5, KF
6.30.0),
with a Logitech Wireless Keyboard PID:4023 on a Nano receiver (046d:c534).

This may help with the question in comment #9. In my case the percentage is not
the
only trigger. The notification fires when the battery level goes to "unknown"
for a
short time. I recorded it with `upower --monitor-detail` while watching
notifications
on D-Bus:

  22:49:55  state: discharging -> unknown
            battery-level: normal -> unknown
            percentage: 55% (should be ignored) -> 50% (should be ignored)
            icon-name: 'battery-low-symbolic' -> 'battery-missing-symbolic'
  22:49:55  Notification: "Keyboard Battery Low (-1% Remaining)"
            "The battery in "Logitech Wireless Keyboard PID:4023" is running
low.
             Please recharge the battery."
  22:51:26  state: unknown -> discharging
            battery-level: unknown -> normal
            percentage: 50% -> 55% (should be ignored)

UPower's warning-level stayed "none" the whole time. The "-1%" suggests the
unknown
level is turned into -1 and then compared against the low-battery threshold. So
even
if the "should be ignored" percentage is handled, an unknown level/state may
still need
to be excluded, otherwise the popup will keep appearing whenever the device
goes idle.
