I took a deep dive.

DWD has a very extensive station list, but may not actually have data for all
of them.

>From the start, we only included stations whose id (in a particular text file
provided by DWD) begins with '0' or '1'. Those, at least at the time, seemed to
consistently have both current data and forecast. (I don't know if this is
still the case, but it seemed to for the few I have tried).

I tried removing this, and got a particular location I was testing that was not
included in the list before. However, while it had a forecast, it did not have
current weather information, such as the current temperature.

This station restriction might be a bit too aggressive though. As we'll have a
warning shown if DWD is used in 6.9, it might make sense to allow more, but
this would need to be explicitly tested (and it would be even better to have
clear information from DWD what's available for what, but I found there website
confusing).

That's definitely something that someone more familiar with the weather backend
would have to decide though.
