No visual indication you can't mix both groups of apps

DESCRIPTION
Imagine you have a bazillion apps open: all your pinned programs are open and
you have unpinned programs open as well, then you temporarily want to move one
of those unpinned apps to the first spot on the taskbar because you're
switching to it often and you want to find it easily between the mess of icons.
You drag it to the left only to find it can't move past your browser icon,
which happens to be the last pinned icon. There's zero visual indication you're
entering a "forbidden zone" and since all apps are open they all look the same
and have the same highlights.

This situation happened to me today.

Basically, apps in the IOTM taskbar can be pinned, and that creates two groups
of icons that can only be rearranged within their own group: pinned apps can be
rearranged by dragging them but they can't cross the boundary of unpinned apps,
the same is true for unpinned apps. In other words, if you have Dolphin pinned,
you can't move it to the end of the list where open unpinned apps are, and
vice-versa for an unpinned program. Check the attached video for details.

The behavior on the IOTM is different from the task manager with text
descriptions. There you can freely move the open programs even if they're
pinned (because the pinned icon disappears and it becomes a normal entry), and
when they get closed they become icons on the beginning of the list again. I
made a video too to illustrate the difference.

STEPS TO REPRODUCE
1. Pin some apps
2. Open some other apps that aren't pinned
3. Open every app

OBSERVED RESULT
You can't move an unpinned app to where pinned apps are, and can't move a
pinned app where unpinned apps are. There's no visual indication they're
separate groups because all of them are open.

EXPECTED RESULT
Some solutions:
1. Allow moving all icons anywhere within the list, and when an unpinned app
that is in the middle of pinned apps gets closed, pinned apps move back to
their place.
2. Visually separate pinned from unpinned apps with a separator of some sort to
communicate they can't be mixed with unpinned ones.
