DESCRIPTION
Allow drawing outside of the canvas to be disabled with a configuration setting
(only with a drawing tool, not with a transform or move tool).

Why: I find this feature annoying when doing animations, particularly when
doing transforms without a selection, as it keeps selecting "accidental" junk
outside of the canvas to participate in transformations.

Someone might suggest: Just trim the canvas to the image size to get rid of
data outside of the canvas (or enable "trim files before saving").
Counterpoint: This is actually broken:

Even if this did work, it's an annoying solution because it means if you
purposely moved something a bit out of the canvas, such as when just moving
stuff around, it would get destroyed, and a user doesn't want stuff they
purposely drew to be destroyed. It's also annoying because then you need extra
steps to clean up "accidental" junk every time you want do a general
selection-less transform (mesh, warp, etc.).

Technical issues of being able to draw outside of the canvas:
This blows up file sizes as junk accumulates in tiles outside of the canvas by
"accident", such as when making strokes near the edge of the canvas, or
accidentally tapping your pen on the drawing area far outside of the canvas.
Maybe at least limit the distance outside of the canvas that new tiles can be
generated. My guess is that strokes someone would want to preserve after
partially drawing outside of the canvas would not exceed 10% of the canvas size
in either direction. A stroke you accidentally made 200% outside of the canvas
is obviously not right because you can't even see what is drawn outside of the
canvas, and there is no option to do so.
